The Central Asian region, made up of five authoritarian states, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan, is facing tensions over natural resources, especially water, which is essential to agriculture. Women, who play a key role in food and water security, are particularly impacted by climate change and the pressure from traditional and patriarchal values in authoritarian countries.
The Gender in Geopolitics Institute wishes to highlight the roles of women as key players in sustainable development within Central Asian societies, an area little studied from this angle and which deserves to be addressed in view of the multiple increasing challenges affecting it.
For those reasons, this report questions the inclusion of a gender perspective by Central Asian states to answer food and water security issues as well as the future of women’s integration and actions in the fight against climate change in the region.
This study emphasizes the states’ responsibility in protecting and respecting women’s rights, empowering them, promoting their role and setting up training and networks. The various scenarios studied focus on the role of civil society, the integration of a gender perspective into climate policies and Sustainable Development Goals in order to support feminist, ecological and human rights organizations’ actions in the region.
The recommendations revolve around 6 areas of action:
- Protecting women’s rights and insure their empowerment
- Fighting against climate change from a gender perspective
- Creating a regional dialogue to help further cooperation between all stakeholders
- Including women in decision-making processes and spaces
- Raising awareness and educate on feminist and climate issues
- Strengthening the role of civil society
